Who Can Join PSSLAI

Regular Membership — active and retired public safety personnel from the Philippine National Police (PNP) and the Bureau of Fire Protection (BFP).

Associate Membership — their families, including legal spouses and children, together with employees of the Philippine Public Safety College (PPSC) and the National Police Commission (NAPOLCOM).

Understanding CapCon and Your PSSLAI Savings

Capital Contribution, universally shortened to CapCon, is the core of PSSLAI membership. It is your share in the association rather than a deposit account, and PSSLAI markets it as earning up to 18% net income. That figure carries an asterisk on PSSLAI’s own site — it is an income share, not a guaranteed interest rate, so it moves with how the association performs in a given year.

CapCon matters twice over. It earns, and it borrows. Every peso sitting in Capital Contribution and savings is added on top of the 14× salary or 12× pension multiple when PSSLAI sizes your loan, and on a back-to-back loan your balance is the entire basis — you can borrow up to 96% of what you hold. A member with a modest salary but a long CapCon history can have a materially higher ceiling than a better-paid colleague who has just joined.

Alongside CapCon, PSSLAI runs a Premium Savings Account (PSA), which it positions as paying higher than market interest, and a Cash Advance Storage Account (CASA) used to track CapCon net income, PSA interest earnings and loan payments and to receive proceeds. If you want your CapCon net income paid out to a personal bank account rather than held, that runs through the Bank Crediting Enrollment Form, with enrolment cut-offs of 30 June for the first semester and 29 December for the second.

How much does it cost to join PSSLAI?

The membership fee itself is ₱10. On application you also pay ₱140 for your PSSLAI ID and passbook, so the realistic starting cost is ₱150 plus whatever you put into Capital Contribution.

What is CapCon and how much does it earn?

Capital Contribution is your equity share in the association. PSSLAI advertises up to 18% net income on it, marked with an asterisk on its own site because it is a share of the association’s income rather than a fixed rate. It also raises your loan ceiling peso for peso.

Can my spouse or children join?

Yes, through Associate Membership, which covers legal spouses and children of Regular members as well as PPSC and NAPOLCOM employees. Endorsing a spouse or child is done on the Certificate of Endorsement for PSSLAI Membership form.

How do I check my PSSLAI balance?

Through the iTrack facility or the PSSLAI mobile app. An account balance inquiry costs ₱3, as does a loan balance inquiry. Registering for iTrack is handled on the membership application form, and changing the mobile number tied to it uses the Member Update Request Form.
